"IE8 Standards Mode". Sounds like something that won't be switched on automatically for the average user.

Plus, I wouldn't put it past them to have broken it by final release. Might just be me being cynical but this sounds more like an exercise in "we can do it" rather than "we care about doing it".

My guess is that "IE8 Standards Mode" will be IE8s equivalent of the standards mode that's been in IE for a while now (since some version of IE6, I think) - if the markup specifies which standard it's in, the browser renders it in standards mode. If not, it renders it in quirks mode.
